I would agree with the thought on Prince2 etc. Public sector at the moment is not settled, is in a cobnstant state of flux yet senior maangement insist on LEAN and Projects without understanding the fast changing workd we live in.
Also, the thought on training and development is important. Councils are happy to do very low level trqaining for managers, most have to fund their own if they want to learn and progress.
For me, you need to think about the length of stay of senior managers and if they have become indoctrinated in the “culture” of the organisation and less willing to risk or challeng the status quo.
